The Blue Card System


The Blue card system is a key prevention and monitoring system of people working with children and young people.  It aims to minimise the risks of harm to children and young people receiving services which contribute to their wellbeing and development, and is founded on the principle that all children have a fundamental right to be protected from harm.

Key benefits

  • The past is risk managed though the initial assessment, which determines a person’s eligibility to work with children, based on known police or disciplinary information
  • The present is risk managed through police information of all blue card or exemption card holders, which is continuously monitored so any changes are actioned appropriately, and
  • The future is risk managed by service providers, who are required to implement child and youth risk management strategies and review them annually.

Important things to remember

It is an offence for a disqualified person to apply for or renew a blue card. You may be subject to penalties of up to 5 years or a fine of up to $50,000.

If you committed a disqualifying offence and received an imprisonment order for the offence, the Commission’s Act states that you can not hold or apply for a blue card.

If you were convicted of a disqualifying offence but were not sentenced to imprisonment, you may apply for an ‘eligibility declaration’ that means, in extremely limited circumstances, you can apply for a blue card.

Employers, volunteer coordinators and education providers must provide a verbal warning before a person signs an application stating that it is an offence for a disqualified person to make an application under the blue card system.

Volunteer Blue Card Application (New and Renewal, Current to 30 June 2015). This form is to be completed by volunteers proposing to start or continue in childrelated employment.

Exemption Card Application Form (New and Renewal  Current to 30 June 2015). This form is to be completed by Registered Teachers and Police Officers proposing to start or continue in child related employment.
